In line with the visionary leadership of the United Arab Emirates, which seeks to enhance quality of life, foster an inclusive society, develop human capabilities, and promote sustainable development, and in accordance with the strategic framework of the Department of Community Development in Abu Dhabi, dedicated to ensuring a dignified standard of living and reinforcing the family as the cornerstone of a supportive and tolerant community, the Family Care Authority’s (FCA) Halfway Houses have been awarded prestigious international accreditation by the Commission on Accreditation of Rehabilitation Facilities (CARF), a globally recognized standard of excellence in social reintegration and recovery services.
Awarded for a full three-year term, this accreditation marks a historic milestone as Halfway House becomes the first social reintegration services facility in the region to earn this global distinction with zero recommendations. The certification recognized an exceptionally flawless performance attained by three percent of facilities worldwide without any observations. CARF accreditation recognizes Halfway House’s robust framework for quality, safety, and evidence-based care, reflecting FCA’s commitment to delivering person-centered rehabilitation that supports long-term recovery and successful reintegration the community.

Halfway Houses are a key pillar within Abu Dhabi’s social reintegration ecosystem, providing a safe environment for individuals recovering from addiction disorders or behavioral challenges. Since its establishment in 2023, the Halfway Houses has helped residents rebuild life skills, reconnect with their families, and reintegrate into society through tailored programmes in counselling, vocational training, and social support.
CARF is an independent, nonprofit accreditation body whose mission is to promote the quality, value, and optimal outcomes of services through a consultative accreditation process and continuous improvement services that centers on enhancing the lives of the persons served. Founded in 1966 and headquartered in the United States, the Commission on Accreditation of Rehabilitation Facilities, now known as CARF International, establishes consumer-focused standards to help organizations measure and improve the quality of their programmes and services.
